This ice blue dress is an absolute favorite. The ruching of the fabric in such an unexpected section below the waist adds an element of surprise and femininity. I'm fashion-focusing my final week in New York with chic twists on working women wear. Once I head to the land of eternal sunshine, the only ruching that will take place on the body will likely be some saggy wrinkles in the waiting room of Dr. 90210.
